PROBLEM TO BE SOLVED: To provide an electromagnetic induction heating type fixing device in which the heat generation efficiency of a heat generating member is surely enhanced without making the device large in size, and to provide an image forming apparatus. SOLUTION: The fixing device includes: the heat generating member 20 having a heat generating layer 21; an exciting coil 25 which is opposed to the outer circumferential surface of the heat generating member 20 and generates a magnetic flux to heat the heat generating layer 21; a first core 28 opposed to the outer circumferential surface of the heat generating member 20 in a circumferential direction across the exciting coil 25; and a plurality of second cores 29A to 29D facing closer to the outer circumferential surface of the heat generating member 20 than the first core 28, and extending in a width direction.
