PROBLEM TO BE SOLVED: To provide a cover sheet inexpensively producible and provided with a high air shielding performance and a heat retention performance of the heat of a liquid body reserved in a tank. SOLUTION: This cover sheet 1A covering the water surface of a tank T includes a gas impermeable sheet material 2 and a developing means 3A which is joined at least to one face of the sheet material 2 for developing the sheet material 2. The developing means 3A is composed of either a sheet material formed in a bellows shape whose top is joined with the sheet material 2, or a plurality of strip-like sheets which are positioned longitudinally and transversely at intervals on the sheet material 2 in a lattice shape in plan view. The outer peripheral edge of each strip-like sheet is joined with the sheet material 2, the unjoined center part of the sheet is formed into an expanded tube-like closed space, and an air injection opening for sending air into the tube-like closed space is provided.
