A cold and hot air blower is provided to execute a cooler and a heater easily without exchanging a heating medium and control humidity easily when the cold and hot air blower is used as a heater. A heat exchanger includes a pipe body part formed of a plurality of plate type multi-branch pipes defined by adjacent micro pipes where a heating medium circulates, and having fins attached to sides; first headers(11a,11b) connected with one end of a part or all of the multi-branch pipes; second headers(12a,12b) connected with the other part of a part or all of the multi-branch pipes; and a cooling plate and a heating plate formed an inlet and an outlet of the heating medium formed at the first and second headers. An intake fan(30) is attached to an electric motor, having a plurality of blades. A hollow housing(20) includes an intake part(21) where the heat exchanger is installed, a fixing part(22) for fixing the intake fan, and a blowhole(23) formed oppositely to the intake part. A plurality of water sprayers(40) are installed in front of the intake part of the housing.
