An idling stop ECU includes two transistors connected in series, a starter electric communication circuit for electric communication to a starter relay, and a control processing unit for turning on the transistors if an automatic start condition is satisfied and controlling electric communication to the starter relay. Prior to electric communication control, the idling stop ECU successively performs OFF failure inspection and ON failure inspection of a first transistor and OFF failure inspection and ON failure inspection of a second transistor. When a failure is detected, the failure inspection is terminated. This surely detects ON failure of the two transistors and prevents unintentional drive of the starter.
