A heat recovery ventilation device using a small capacity heater is provided to circulate atmospheric air in the heat recovery ventilation device for re-heating the atmospheric air, thereby effectively heating the cold atmospheric air by using a heater of a small capacity and lowering the power consumption for heating the atmospheric air. A heat recovery ventilation device using a small capacity heater includes a main body(110) divided into an air supply space(112) and an air exhaust space(114) by a barrier wall(116) to be separated from each other and having inlets(112a,114a) and outlets(112b,114b) for room air and atmospheric air with respect to the air supply/exhaust spaces. An exhaust fan(132) is mounted in the exhaust space. A heat exchanger(120) is mounted in the main body, commonly using the air supply/exhaust spaces. The heat exchanger is formed with a path inside for the room air and the atmospheric air to move into the air supply space and the air exhaust space respectively. A heater(140) is mounted in the air supply space for heating the air moving in the air supply space. A return duct(150) connects the inlet and the outlet of the air supply space. Dampers(160) are mounted at both ends of the return duct for alternatively opening or closing the return duct or the inlet/outlet. An auxiliary heater is preferably mounted to the return duct.
