A system and a method for observing underwater ecology are provided to capture images of underwater ecology and movement conditions of fish groups using an underwater camera in real time, store the captured images in a DVR(Digital Video Recorder) and display the captured images on a display device located in a desired place to maximize education effect. A system for observing underwater ecology includes at least one underwater photographing device(100), a DVR(200), a management server(300) and a cable(3). The underwater photographing device takes pictures of fish groups and underwater ecology. The DVR processes the pictures captured by the underwater photographing device. The management server is connected to the DVR and manages picture data of the fish groups and underwater ecology. The cable transmits electric image signals to the underwater photographing device, the DVR and the management server.
