<p><P>PROBLEM TO BE SOLVED: To provide a content data distribution apparatus capable of preventing the throughput from being deteriorated in a push type service. <P>SOLUTION: A wireless base station 200 includes an antenna 201, a communication apparatus 202, a controller 203, a storage device 206, an INF (Interface) 207, and a customer DB (DataBase) 208. The controller 203 includes a request transmission rate processing function 204 and a distribution discrimination function 205. The request transmission rate processing function 204 applies statistic processing to request transmission rates sent from a wireless terminal. The distribution discrimination function 205 grasps a radio wave state of the wireless terminal on the basis of a result of the statistic processing in the request transmission rate processing function 204 to discriminate the propriety as to distribution of content.
