A cleaning device and an image forming apparatus are provided to prevent the contact between an image container and an electrification roller at the forwarding process of the image forming apparatus, thereby reducing a defect of an image. Photosensitive drums(12Y,12M,12C,12K) are installed at an image forming unit as image containing members. Electrification rollers(14Y,14M,14C,14K) are arranged at the upper portion of the photosensitive drums and electrify the surfaces of photosensitive drums. Exposers(13Y,13M,13C,13K) are arranged at the upper portion of the photosensitive drums. Developing devices(15Y,15M,15C,15K) are arranged adjacently to the right side of the photosensitive drums. Developing rollers(16Y,16M,16C,16K) are installed at the developing devices so that the electrically latent images formed on the photosensitive drums are developed. A cleaning member with a sheet shape is installed at the upper portion of the electrification roller and contacted with the surface of the electrification roller.
