A conductive member (10) to be disposed so as to abut on an image carrier (61) is provided. The conductive member (10) includes an elongate conductive supporter (1), an electrical resistance adjusting layer (2) formed on a circumferential surface of the supporter (1), and a pair of gap maintaining members (4) provided respectively to the two ends of the adjusting layer (2). A gap (G) with a certain clearance between an outer circumferential surface of the adjusting layer (2) and an outer circumferential surface of the image carrier (G1) provided in parallel to the adjusting layer (2) is formed. A stepped portion (6) is formed in a joint section (5) between the adjusting layer (2) and each of the gap maintaining members (4) with the joint section (5). An inclination (CL) is formed so as to be continuously inclined from the outer circumferential surface of each of the gap maintaining members (4) to the outer circumferential surface of the adjusting layer (2) in the stepped portion (6).
