A system and a method for connecting a call between heterogeneous networks are provided to ensure the continuity of MAP message processing and implement more speedy call processing by enabling a WCDMA MSC(Mobile Switching Center) to perform a MAP message conversion function in case a call connection fails between a CDMA mobile terminal and a WCDMA mobile terminal. Receiving a call request signal from a CDMA mobile terminal, a CDMA MSC transmits a 'LOCREQ[Billing ID]' message, which includes its own billing ID, to a dual-stack HLR(Home Location Register)(S110,S120). The HLR, receiving the location request message, a PRN(Provide Roaming Number) message to a WCDMA MSC(S130). Based on the PRN message, the WCDMA MSC detects roaming number information to establish a call to a WCDMA mobile terminal and provides a PRN_ACK message to the dual-stack HLR(S140). The dual-stack HLR detects destination address information according to the PRN_ACK message and provides a LOCREQ_ACK message to the CDMA MSC as a response message for the LOCREQ[Billing ID]message(S150). The CDMA MSC receives the destination address information, and transmits an IAM(Initial Address Message) to the WCDMA MSC in order to request call setup with the WCDMA mobile terminal on the basis of the destination address information(S160). Receiving the IAM, the WCDMA MSC attempts paging for a call connection with the WCDMA mobile terminal(S170). In case the call connection to the WCDMA mobile terminal fails(S180), the WCDMA MSC detects the billing ID of the CDMA MSC from a GMSC_Address parameter contained in the PRN message, and transmits an REDREQ(Redirection Request) message to the CDMA MSC of the detected billing ID(S210). Receiving the REDREQ message, the CDMA MSC transmits a TTNR(Transfer To Number Request) message, or a destination number change request message, to the dual-stack HLR(S220). The dual-stack HLR detects new destination address information and provides it to the CDMA MSC(S230).
