A steering system for a vehicle is provided to improve drive comfort in the rolling state by increasing the damping coefficient and to enhance the dynamic stability by decreasing the damping coefficient. A steering system for a vehicle comprises a steering rack(20) integrally formed with an outer peripheral thereof, and an inner pipe formed around the outside of the steering rack. The inner pipe includes a first orifice hole(31) formed at the upper side thereof, a plurality of second orifice holes(32) formed at a middle portion thereof, a third orifice hole(33) formed at the lower side thereof, and a plurality of fourth orifice holes(34) formed at a middle portion thereof. An outer pipe is also provided on the outside of the inner pipe with a fluid filled therein. A spacing plate is interposed between the outside middle of the inner pipe and the inside middle of the outer pipe to divide the inner parts of the outer pipe.
