A PCM storage heat exchange air conditioner is provided to prevent friction heat from losing by installing a vacuum panel type PCM storage tank for heating the friction heat. A PCM(phase change material) storage heat exchange air conditioner comprises a cooling and heating cycle to heat exchange refrigerant by generating friction heat. An oil pump(7) generates the friction heat by circulating oil from an oil tank(1) where silicon oil is stored through a friction heat generating pipe(6) according to the driving of a motor(8). The refrigerant in expanded and evaporated phase is supplied to a condenser by passing through a refrigerant return pipe(4) to be returned from an outdoor unit during heating in winter season. The fluid circulating the friction heat generating pipe is the silicon oil. The PCM storage heat exchange air conditioner is manufactured by a vacuum panel type storage tank(2) to protect the friction heat generated from the friction heat exchanger and heated against outdoor temperature.
