A composition for preventing hair loss or promoting hair growth comprising an extract of a Pueraria plant is provided to show excellent male pattern hair loss preventive or hair growth promoting effects by inhibiting the activity of 5 alpha-reductase inducing the hair loss through conversion of testosterone into dihydrotestosterone. A composition for preventing hair loss or promoting hair growth comprises a conventional hair loss preventive or hair growth promoting composition and 0.5-20.0 wt.% of an extract of a Pueraria plant such as Pueraria mirifica and Pueraria lobata. The composition is in the formulation of shampoo, rinse, hair gel, hair mousse, hair conditioner, hair tonic, hair treatment cream, hair pack, hair lotion or hair liquid.
