An environment-friendly and harmless water-soluble antistatic composition is provided to ensure excellent antistatic characteristics and wear resistance and to retain or improve inherent physical properties of a conductive tile flooring material. A water-soluble antistatic composition includes, on the basis of the total weight of the composition, 5-15wt% of carbon nanotube-containing conductive fine particles, 0.1-5wt% of a fumed silica, 10-20wt% of a water-soluble acrylate-based oligomer, 20-75wt% of a monofunctional or polyfunctional monomer, 0.1-5wt% of a photopolymerization initiator, and 0.1-5wt% of an additive selected from the group consisting of an adhesion improver, an antifoaming agent, a leveling agent, a wet dispersing agent, a stabilizer, and a dispersant for fine particles, wherein pure water is added as a solvent in a weight ratio of 100:50-150 relative to the sum of the components.
