A precise moving member and an image tilting device having the same are provided to improve resolution by precisely adjusting the angle of an image through a transmitting lens, thereby improving easily the image quality of a projection system. A precise moving member(10) comprises a support flat plate(11), a pair of twisted members(12), and an installation plate(13). The support flat plate has a center through hole(111) penetrated up and down in the center of the support flat plate. The pair of twisted members are long protruded while being corresponding to the front and rear of the inside of the center through hole and are twisted by an external force. The installation plate is integrally formed between both ends of the twisted members in a state of being spaced from the inner side of the support flat plate, has an installation through hole(131) penetrated up and down in the center, and performs precisely back-and-forth motion within a predetermined angle in a state of being supported by the twisted members.
