A pretreatment device using atmospheric plasma for a cell phone keypad or PCB is provided to simplify the structure of the device and shortening the time for pretreatment process by using the atmospheric plasma. A pretreatment device using atmospheric plasma comprises a transfer unit(120) which circulates to transfer a target material for pretreatment process. A surface treatment device unit(140), which has conductivity, adheres to the transfer unit to contain the target material. A plasma generating unit(150) is installed between the transfer units. A power supply unit(130) supplies the power to the plasma generating unit. A gas collecting unit(180) absorbs and exhausts ozone generated from a plasma pretreatment process, thereby preventing pollutants from being exhausted.
