PROBLEM TO BE SOLVED: To discriminate a user who can view a video from a user who can not view the video for each photographic state of a photographing device or for each photographable area. SOLUTION: The control unit 113 of the photographing device 110 controls the photographic state of an imaging section 111 according to an indication received from a terminal device. A storage unit 114 stores an encryption key and a photographic state to be encrypted while making them correspond to each other. A processing unit 119 reads the encryption key corresponding to the photographic state out of the storage unit 114 when a photographic state matches the photographic state to be encrypted, and makes an encryption unit 115 encrypt a video photographed by the imaging unit 111.
