PROBLEM TO BE SOLVED: To provide a trimming circuit capable of increasing/decreasing a combined resistance value with reference resistance without using a Zener diode, and to provide a semiconductor device. SOLUTION: The trimming circuit 410 includes trimming circuits 411 and 412 which are constituted of resistors and fuses. The trimming circuit 411 is connected in series with reference resistance Rs, and the trimming circuit 412 is connected in parallel with the reference resistance Rs, whereby the combined resistance value between a terminal P1 and the ground can be increased/decreased without using a Zener diode.
