A surface mounting light emitting diode device is provided to acquire uniform white light by easily adjusting the thickness and a concentration of a fluorescent substance mixed layer through the formation of the fluorescent substance mixed layer on a radiation window and a surface of a lens adjacent to the radiation window. A surface mounting light emitting diode device includes a package(20), a lens(90), an LED(Light Emitting Diode) chip(60), a wire(70), and a fluorescent substance mixed layer(80). The package houses at least one electrode formed of a pair of electrodes therein. The package has a predetermined space in the center of the package and a radiation window opened to radiate light. The lens is formed on the package and covers the radiation window. The LED chip is mounted on the electrode in the package. The wire is used to electrically connect the LED chip with the electrode. The fluorescent substance mixed layer is formed on the surface of the lens adjacent to the radiation window.
