An auxiliary cooling and heating apparatus for an automobile using a thermo-element module and its controlling method are provided to perform appropriate control according to temperature of outlet ports of an auxiliary heat exchanger and a heater core to thereby minimize consumption of energy. An auxiliary cooling and heating apparatus for an automobile using a thermo-element module comprises the thermo-element module(101) performing endothermic reaction on one side thereof and exothermic reaction on the other side thereof according to a flow direction of electric current, an auxiliary heat exchanger(112) installed between an evaporator(15) and a heat core(16) in a air conditioner case(11) and exchanging heat with one side of the thermo-element module through a first circulating line(110) circulating cooling water through a first pump(111), and a heat exchanging means(125) installed outside the case and exchanging heat with the other side of the thermo-element module through a second circulating line(120) circulating cooling water through a second pump(121).
