PROBLEM TO BE SOLVED: To provide a tunnel boring machine which can be simply switched by effectively using a screw conveyor, and a tunnel boring method. SOLUTION: An earth pressure-balanced shield machine takes sediment excavated by a cutter head 3 into a cutter chamber 13, and excavates a tunnel while removing the sediment by using the screw conveyor 12. In the earth pressure-balanced shield machine, the tip of a screw auger 19 of the screw conveyor 12 can be protruded into the cutter chamber 13, and at least the tip side of a conveyor housing 17 for housing the screw auger 19 can be horizontally swung.
