PROBLEM TO BE SOLVED: To provide a collision risk determining device capable of determining the risk that an upright pedestrian collides with a vehicle even when the pedestrian cannot be found halfway, for example, because the pedestrian falls down, is hidden behind an obstacle and affected by light such as rear light. SOLUTION: When the pedestrian cannot be seen any more during tracking the pedestrian, it is determined that the pedestrian is hidden behind an obstacle if the obstacle exists in front, it is determined that something happens, for example, the pedestrian falls down if no obstacle exists in front, the subsequent position of the pedestrian is estimated and the possibility that the pedestrian comes into the traffic lane of one's own vehicle is estimated on the basis of respective time series position information of the pedestrian who is hidden behind the obstacle or falls down, and when the risk is large, a warning is issued, sudden braking is operated or a signal for opening an air bag for protecting a pedestrian is outputted.
