PROBLEM TO BE SOLVED: To make it possible to report an emergency situation even when a vehicle occupant can't move freely. SOLUTION: An emergency reporting device detects a voice of a vehicle occupant by a voice recognition unit 23, judges whether a loud voice of the vehicle occupant is detected or not based on the voice detected by the voice recognition unit 23 (S100), and, when it has been judged that the loud voice of the vehicle occupant has been detected, reports the emergency situation through a transceiver 20 that communicates with the outside (S102, S104 and S106).
