PROBLEM TO BE SOLVED: To provide an image display controller capable of raising a user's work efficiency in a multi-display environment. SOLUTION: When closing a window, the controller acquires the last display information DL specifying a display that the window has been finally displayed, and stores the information in a last display state table T making the information correspond to a file name that has been displayed in the window. When creating a new window, the controller acquires the last display state information DL made to correspond to the file name to be displayed in the window from the last display state table T, and decides the display specified by the last display information DL as the display of the window newly created.
