PROBLEM TO BE SOLVED: To reduce time and labor for issuing an attribute certificate in an attribute authority apparatus or to manage the issued attribute certificate and invalidity information by utilizing a single attribute certificate in association with a plurality of public key certificates.

SOLUTION: In a verification method, when issuing an attribute certificate, an attribute authority apparatus uses an entityName in a holder field and describes items to be checked for determining a relationship with a public key certificate and determination conditions in the attribute certificate or a determination policy certificate as a determination policy. When verifying a relationship between the public key certificate and the attribute certificate, a service provider apparatus verifies the relationship in accordance with the determination conditions for the items to be checked described in the determination policy.
