PROBLEM TO BE SOLVED: To provide a tin oxide-based ultrafine particle-containing coating agent exhibiting excellent coating properties even for a film or a sheet unsubjected to a physical surface treatment such as a corona discharge treatment without deteriorating other physical properties such as adhesiveness or printability. SOLUTION: The coating agent comprises a water-dispersible polymer, tin oxide-based ultrafine particles, a hydrophilic organic solvent and water and the content of the tin oxide-based ultrafine particles is 100-10,000 pts.mass based on 100 pts.mass of the water-dispersible polymer. In the coating agent, the solid concentration is 0.1-8 mass% and the content of the hydrophilic organic solvent is≥30 mass%.
