PROBLEM TO BE SOLVED: To provide appropriate working conditions by precisely computing a working area of a tool electrode regardless of a shape of the tool electrode. SOLUTION: A polygonal shape expressed by aggregation of a plurality of triangular flat surfaces continuing a surface shape of a working part of a work is acquired by a polygonal shape acquisition means 31. Normals of all of the triangular flat surfaces constituting the polygonal shape are defined to face either one of the outside and the inside of a surface, and the working conditions are acquired in accordance with an added projected area by a working condition acquisition means 33 by computing a working area adding all of triangular projected areas projecting the triangular flat surfaces on which an inner product of directions of the normals and the working direction have the same code on a projected flat surface out of all the triangular flat surfaces by a projected area computing means 32.
