An apparatus and a method for transmitting video streams using Bluetooth are provided to improve streaming quality by compressing video data according to a video reproduction function of a recipient terminal and transmitting the compressed data. The first Bluetooth module(320) performs Bluetooth communication. When a Bluetooth link is formed to transmit video streams, the first Bluetooth module receives a transcoding reference variable, which has been made by a Bluetooth radio environment and a codec function of a counterpart terminal for Bluetooth communication, from the counterpart terminal, and transmits video inputted through the Bluetooth link to the counterpart terminal. A multimedia processing unit(330) sets a video encoding environment with reference to the transcoding reference variable, encodes the video, and outputs the same to the first Bluetooth module.
