<P>PROBLEM TO BE SOLVED: To suppress image quality deterioration in a re-encoded portion when editing an encoded video signal. <P>SOLUTION: In step S1, an extraction block is designated and an encoded video signal of a GOP including a frame in the front end of the extraction block to perform re-encoding thereon and an encoded video signal of a GOP including a frame in the terminal of the extraction block are separated. In step S2, the encoded video signal of the GOP in the front end portion or the terminal portion is decoded. In step S3, first deterioration reduction processing is carried out and setting information is determined to suppress the image quality deterioration in the re-encoded portion. In step S4, second deterioration reduction processing is carried out, and setting information is determined to suppress conspicuousness of a boundary between the re-encoded portion and an intermediate portion by succeeding the taste of picture creation before and after editing.
