PROBLEM TO BE SOLVED: To solve a problem in a conventional constitution that an indoor space A can not be cooled/heated by convection when a small hole formed on a ceiling radiation panel is clogged by dirt and dust, and probability of occurrence of mold growth caused by dew condensation under the roof is increased in a season of high temperature and high humidity such as rainy season when the cooling operation is stopped, which may exert a harmful influence on a human body such as development of allergy. SOLUTION: This radiation cooling and heating device is provided with an air cleaning device, thus the air in which dirt and dust are mixed, can be cleaned. The air cleaning device has a filter part for collecting comparatively large dirt, and an electric dust collecting unit part for collecting small particles such as cigarette smoke, and the filter part and the electric dust collecting unit part may be installed in a combined state or in a state separated from each other, so far as they are disposed in an air circulation flow channel.
