PROBLEM TO BE SOLVED: To form a more stable emulsion by making water droplets dispersed in oil finer than those conventionally obtained and to modify a fuel by the application of this to improve the combustion properties and also bring forth the combustion little of harmful wastes. SOLUTION: The apparatus 1 for emulsification is the one which is equipped with a water tank 2, an oil tank 3, an ozone generator 4 and a stirred tank 5, in which the water tank 2 and the oil tank 3 are connected to the stirred tank 5 and the ozone generator 4 is connected to the stirred tank 5, and in which water and oil are emulsified in the stirred tank 5 while supplying ozone to make the emulsion composition. In the stirred tank 5 equipped is an apparatus 10 for making fine ozone bubbles and the ozone is changed into fine bubbles and passed through the water and oil to stir the both, and to the stirred tank 5 connected is an apparatus 13 for making the water and oil molecules fine and the water and oil molecules that have been made fine are returned to the stirred tank 5.
