<p><P>PROBLEM TO BE SOLVED: To more flexibly select users who pay charges and the timing when the ratio is determined. <P>SOLUTION: A charging management system 1 performs charging processing for a user of a communication terminal when service is used. A division condition storage unit 308 stores division conditions of charging. A charging specification information transmission and reception unit 301 receives user specification information specifying a plurality of paying users to be charged and payment ratio specification information showing the ratio of charges that the plurality of paying users pay respectively from the communication terminal 20. A payment ratio specification information verifying unit 303 verifies whether the payment ratio specification information received by the charging specification information transmission and reception unit 301 meets the division conditions.
