PROBLEM TO BE SOLVED: To provide a transfer device capable of preventing transfer unevenness resulting from electrification of gut wire, by suppressing electrification of the gut used for preventing a recording medium from entering, and to provide an image forming apparatus. SOLUTION: In the transfer device 7, an electrode wire 23 is stretched over the opening 32 of a U-shaped shield plate 24 connected to a ground potential. An inrush preventing member is formed by winding stainless gut wire 25 around the shield plate 24 through an insulating layer 28 and covering 31. A bias voltage lower than that of the electrode wire 23 and identical in polarity to the electrode wire 23 is applied to the gut wire 25, thereby causing corona discharge in the gut wire 25 so as to be weaker than that in the electrode wire 13.
