PROBLEM TO BE SOLVED: To provide an instrument for measuring driving shaft torque and action force between a road surface and a tire, allowing accurate measurement, and capable of reducing a weight of a driving shaft. SOLUTION: The first and second sensor targets 1, 2 are attached respectively to outer rings of respective constant velocity joints, and the first and second sensors 3, 4 are provided opposedly to the first and second sensor targets 1, 2 to output respectively rotation pulse signals. An axial torque computing means 6 computes a torsion generated in the driving shaft 11, based on the rotation pulse signals detected by the first and second sensors 3, 4, to finds the axial torque. An acting force computing means 10 estimates the acting force between a road surface and the tire, based on braking force of a brake and the axial torque found by the axial torque computing means 6. The braking force of the brake is found based on a detection signal of relative deformation between a constitutive component of the brake and a constitutive component of a suspension unit, by a braking force computing means 9.
