PROBLEM TO BE SOLVED: To provide services using a plurality of devices mounted on a vehicle in plural combinations in accordance with an event such as behavior of a user with respect to a vehicle. SOLUTION: A purpose estimating part 12a of an estimating engine 12 estimates a behavior purpose of the user with respect to the vehicle, a scene estimating part 12b estimates a scene of the vehicle of the user, a combining engine 13 constructs a service flow wherein the services (s) using a plurality of the devices D mounted on the vehicle are combined in plural combinations, based on the present information of the user, the behavior purpose of the user estimated by the purpose estimating part, and the scene.
