An improved construction method of an elastic pavement layer is provided to prevent the separation of an elastic pavement layer and an underlayer and the expansion of an elastic pavement layer by forming a primer layer on an underlayer, installing a net on the primer layer and forming an elastic pavement layer with elastic rubber chips. An improved construction method of an elastic pavement layer comprises the steps of: removing soil, dust, water and impurities of an underlayer(19) where an elastic pavement layer is located; forming a primer layer by placing primer on the underlayer; fixing a net to the underlayer strongly by spreading and locating a net(13) having regular holes on the primer layer, and driving anchors(15) on the edge of the net; and forming an elastic pavement layer(11) by filling elastic pavement materials formed by mixing 60~90 weight percent elastic rubber chips with 10~40 weight percent binder on the net to be penetrated to a space of the net and tamping with a constant temperature roller at 90°C, and then curing for 6~36 hours. An elastic pavement structure is formed by placing elastic pavement materials composed of elastic rubber chips mixed with binder in a net fixed on an underlayer by anchors, and unifying the elastic pavement materials with the net.
