PROBLEM TO BE SOLVED: To perform a location estimation highly precisely even between radio communication devices which communicate indirectly with each other through a radio communication device for repeating. SOLUTION: A plurality of radio communication devices 101 assisting the location estimation of a radio communication device whose location is to be estimated are installed at a plurality places on a network, a radio communication device 102 whose absolute location is already acquired is provided at a predetermined place on the network, and a radio communication device 101 communicates with the radio communication device 102 by radio to store absolute location information and maximum communicable distance information of the absolute location acquisition location radio communication device. Then a radio communication device 103 whose location is to be estimated communicates with the radio communication device 101 by radio to acquire the stored information, and counts radio communication devices 101 having acquired the stored information to estimate the location of itself by using the counted value, the absolute location information, and the maximum communicable distance information.
