PROBLEM TO BE SOLVED: To provide a primer composition for improving the adhesion, coating properties and printability to polyolefins which contains neither halogen compounds nor volatile components such as organic solvents for placing a load in the environment and does not cause the lowering of the surface wetted tension due to the change with time. SOLUTION: By using a primer composition comprising (A) a phenolic resin, (B) a polymerizable unsaturated compound, and (C) a polymerization initiator as essential components, the primer layer has high adhesion to polyolefins and shows a high surface wetted tension, and the surface wetted tension does not reduce by the change with time.
