PROBLEM TO BE SOLVED: To extend the time from a reduction of an electromotive force of a battery to below a prescribed value to an outage more substantially than before. SOLUTION: In the case that an electromotive force reduction detection part 8 has detected a reduction of an electromotive force of the battery 10 to below the prescribed value, by controlling an apparatus 1 for measuring the quantity of flow to shift to electric power-saving mode, electric power consumption after the reduction of the electromotive force is reduced to prevent the battery 10 from exhaustion. By a shift to electric power-saving mode to prevent the battery 10 from exhaustion after a reduction in the electromotive force of the battery 10 in this way, functions as a gas meter such as a function for measuring the quantity of flow by the apparatus 1 for measuring the quantity of flow are made to continue over a substantial period after this.
