PROBLEM TO BE SOLVED: To solve the problems of requiring maintenance-inspection by influence by a severe environment, requiring the maintenance-inspection due to complicated structure, and being economically too expensive in a large-scale for use of a general citizen, such as the deterioration and damage of a flexible waterproof sheet material are easily caused by mixing-in of foreign matter such as an ultraviolet ray by the direct sunlight, rainwater, sediment and refuse, due to a device normally stored in a pit and a recessed groove and always waiting in a folded-up state, since a conventional flooding preventive device composed of the flexible waterproof sheet material is used only in an emergency. SOLUTION: A catch basin and a side ditch 5 are formed on the ground surface 4, and have a fitting mooring tool 6 in a cover receiving frame 1. It fitting mooring tool 6 can be inexpensively provided with a simple structure in a recessed shape of forming a C-shaped cross section. An attachable-detachable flooding preventive device composed of the flexible waterproof sheet material is also easily installed for preventing flooding, and infiltration of water can be quickly and surely cut off.
