PROBLEM TO BE SOLVED: To disclose a printed circuit board having a stable reference voltage, and to disclose an electronic apparatus having the printed circuit board. SOLUTION: The printed circuit board comprises: a base substrate; a drive element that is formed on the base substrate; a wiring section that is formed on the base substrate and is electrically connected to the drive element; a first ground pattern that is formed on the base substrate and provides a reference voltage of the drive element; a second ground pattern that is formed on the base substrate so as to be electrically isolated from the first ground pattern and is electrically connected to a first grounding means on an exterior; and an external connection section that is electrically connected to the first and second ground patterns and is electrically connected to a second grounding means on an exterior. Static electricity coming from the outside is discharged outward through the second ground pattern isolated from the first ground pattern, thereby preventing the reference voltage of the first ground pattern from fluctuating.
