<P>PROBLEM TO BE SOLVED: To efficiently execute decoding processing for progressive image display where a resolution or image quality is gradually improved. <P>SOLUTION: JPEG2000 decoding processing is divided into first decoding processing to entropy decoding processing or inverse quantization processing and subsequent second decoding processing, and a first decoding processing means 106 and a second decoding processing means 107 are provided therefor. In the case of resolution progressive image display, processing is divided into two and executed separately, for example. In the first processing, first decoding processing is performed only upon a low-resolution packet, and second decoding processing is carried out using the result thereof, so that low-resolution display image data are generated.
