A method and an apparatus for setting scheduling information in a wireless communication system are provided to allow a network terminal to accurately distribute radio resources to user equipment. SI(Scheduling Information) include an HLBS(Highest priority Logical channel Buffer Status) field for storing at least HLBS index. A control circuit(106) realizes a function of a communication device. A central processing unit(108) executes a program code to control the control circuit(106). A memory(110) is connected with the central processing unit(108) and stores the program code. The program code includes a unit for setting the value of HLBS so that it is the same as the second value if the HLBS value is greater than the first vale, and a unit for storing the HLBS index value in the HLBS field.
