<p><P>PROBLEM TO BE SOLVED: To provide a queueing system which can reduce a queueing delay at the time of data convergence. <P>SOLUTION: Data storage regions 11-15 are associated with data storage regions 20, 19, 18, 17, and 16, respectively, as preferential destination regions. In the data storage region 11, data P are stored and the priority of the data P is "P". In the data storage region 19, data Q are stored and the priority of the data Q is "Q". When moving the data P stored in the data storage region 11, if the data moved to the data storage region 20 next time compete with the data Q stored in the data storage region 19 and the priority "P" > the priority "Q", the data P are moved to the data storage region 20.
