<p><P>PROBLEM TO BE SOLVED: To quickly and efficiently perform personal identification even when a group to which a target belongs is changed in a system for grouping all targets to be identified and performing personal identification of targets in each group. <P>SOLUTION: A primary collation part 203 performs 1:N identification between the living body information of an employee and a living body information local DB. When identification is failed in the primary collation, a secondary collation request part 204 requests 1:N identification between the living body information of the employee and the living body information of an employee whose belonging group is changed. When the employee is identified by secondary collation or tertiary collation, a collation result determination part 207 outputs employee ID and the living body information of the employee to an update management part 208. The update management part 208 newly registers the employee ID and the living body information in the living body information local DB.
