PROBLEM TO BE SOLVED: To enable a program video providing device, which provides video of a weather forecast program through a video memory, to automatically reorganize a screen constitution for the remaining time of a program broadcast and the screen allocation time thereof when emergency information on a typhoon, an earthquake, etc., is caused during program broadcasting. SOLUTION: When the emergency information is generated during the broadcasting of the weather report program, an original screen scheduled to be broadcast and an emergency screen are classified as a screen which is not broadcast yet, a screen which is being broadcast, or a screen which has been broadcast, the shortest time of the screen which is being broadcast is reviewed; and the shortest total time is found by totaling the distribution time of the screen which has been broadcast, the shortest time of the screen which is being broadcast, and the shortest time of the screen which is not broadcast yet, and the broadcast time of the program is compared therewith to decide a screen to be employed, and a surplus time is distributed.
