PROBLEM TO BE SOLVED: To solve problems that since a conventional rotating type-operation device has only two states of a shut-down state and an input state as the states to be taken as rotating type-operation, in the case a switch to be driven by the rotating type-operation device is able to take three states of the shut-down state, the input state, and a grounded state, a switching operation between these three states can not be carried out, and moreover, utilization of a spring is inevitable in carrying out rotation movement of a rotating iron core in the conventional rotating type-operation device, and that a structure of that rotating type-operation device has become all the more complicated. SOLUTION: The device includes three or more coils arranged with a fixed spacing in the peripheral direction, the fixed iron core having a permanent magnet installed between the coils, and a rotating iron core which is arranged inside the fixed iron core and which is rotated and moves within a range where the coils are arranged, and by exciting the coils in the driving direction of the rotating iron core, a magnetic flux created by the permanent magnet is counteracted, the rotating iron core is made to be sequentially moved and the rotating iron core is made to be retained at respective positions of the coils.
