PROBLEM TO BE SOLVED: To provide a method and device for manufacturing a flat cable in which a high quality flat cable having no variations in adhesion strength of a metal conductor and an insulating resin material for every metal conductor in a cable or according to the position in the longitudinal direction on the same metal conductor can be manufactured. SOLUTION: In the method for manufacturing the flat cable in which a plurality of metal conductors 14 arranged in parallel are formed by covering by one lot with an insulating material 21, a corona treatment process in which corona discharge is carried out on at least one of the metal conductor 14 or the insulating resin material 21 is implemented and the surface of the material is activated before a process of covering the metal conductor 14 with the insulating resin material 21.
