PROBLEM TO BE SOLVED: To provide a rolling supporting device having a less number of components for actualizing smooth rotation of a rolling element, and to provide a base isolation device using the same. SOLUTION: The rolling supporting device 3 has a rolling element holding recessed portion 5 in the lower face of a case 4 so that the rolling element 6 freely rolls thereon with a part of it fitted therein in a protruded manner. A resin coating 7 is provided on a face in contact with the rolling element 6 in the inner face of the rolling element holding recessed portion 5.
