PROBLEM TO BE SOLVED: To operate a transmission amplifier at a high efficiency by changing the peak suppression degree of a transmission signal according to a desired signal quality. SOLUTION: A peak suppression threshold controller 2 receives desired quality information (modulation system, coding ratio), etc. from a base band signal generator 1, determines the threshold of a peak suppressor 3 based on the desired quality information, and outputs the threshold to the peak suppressor 3. The suppressor 3 executes the peak suppression control of a base band signal inputted from the base band signal generator 1 according to the threshold, and outputs a peak-suppressed signal.
